These inspections are carried out within the legal framework and have been introduced to ensure national security, as well as to combat extremism and smuggling.

The new procedure applies equally to everyone and will be enforced for both Russian citizens and foreign citizens.

Refusal to open the structure may be considered as non-compliance with a legal requirement. In such a case: — an administrative fine from 5,000 to 7,000 rubles or — administrative detention for up to 15 days may be applied.

Persons entering Russia are advised to take these requirements into account in advance to avoid problems when crossing the border.
