In Russia, lowering the age of criminal liability to 12 years was proposed.

The chairman of the country's Investigative Committee, Alexander Bastrykin, announced this.

This proposal is explained by the increasing rates of crime among minors. According to Bastrykin, the number of crimes committed by adolescents in 2025 increased by 21 percent compared to 2024.

"Today, children aged 12–13 are also committing crimes. However, because they have not reached the age of criminal responsibility, they are evading punishment," he said.

Moreover, Bastrykin also put forward a proposal to hold accountable the directors of educational institutions where "Columbine"-type attacks have occurred.

For context, the "Columbine" movement has been recognized in Russia as linked to terrorist activity, and its activities have been banned.
