According to officials, reports that "a permit costing 412 thousand soms has been introduced for the summer season" are false. If amendments are made to the legislation, this will certainly be announced through official sources.
It is worth noting that currently tinting the rear window and rear side windows is done free of charge, while a separate permit is required for the front side windows.
