We, the participants of the 1st International Islamic Civilization Forum, held on July 7–8, 2026, in Tashkent, express deep gratitude for the historic initiative put forward by the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, from the rostrum of the 72nd session of the United Nations General Assembly in 2017, aimed at restoring, scientifically studying, and broadly promoting the humanitarian heritage of Islamic civilization. As a practical expression of this initiative, the establishment of the Center for Islamic Civilization in Uzbekistan and the holding of the 1st International Islamic Civilization Forum have laid the foundation for a new stage of international cooperation in the study, preservation, and popularization of the heritage of Islamic civilization.
◾️Guided by the principles of peace, tolerance, enlightenment, intercultural and interreligious dialogue;
◾️Emphasizing the great contribution of Islamic civilization to the development of world science, education, art, architecture, and ethical-spiritual thought;
◾️Acknowledging the need to combat ignorance, extremism, xenophobia, Islamophobia, and distorted perceptions of the Islamic heritage;
◾️Stressing that the scientific study of religious and cultural heritage is becoming increasingly important for strengthening international trust and ensuring sustainable development;
Recognizing the historical role of Uzbekistan and the entire historical region of Mawaraunnahr in the formation and development of Islamic and world civilization, we adopt this Declaration.
I Global Initiatives of the International Islamic Civilization Forum
With the aim of shaping a new architecture of international cooperation in the study, preservation, and popularization of the heritage of Islamic civilization, the participants of the 1st International Islamic Civilization Forum propose the following global initiatives:
1. World Alliance of Islamic Civilization.
To establish the World Alliance of Islamic Civilization, based at the Center for Islamic Civilization in Uzbekistan, uniting international organizations, scientific and educational institutions, academies of sciences, museums, libraries, archives, centers for Islamic manuscripts, research institutes, and other specialized organizations.
The main goal of the Alliance is to develop long-term international cooperation, implement joint scientific, educational, cultural, museum, and digital projects, encourage the exchange of knowledge and best practices, and consolidate efforts aimed at preserving, scientifically studying, popularizing, and widely presenting the constructive potential of Islamic civilization as an integral part of the world’s cultural and intellectual heritage.
2. World Digital Register of the Heritage of Islamic Civilization.
To develop a unified international digital platform uniting manuscripts, archival materials, museum collections, architectural monuments, intangible cultural heritage objects, and the results of scientific research.
3. International Program "Islamic Civilization — the Wealth of All Humanity".
To support the implementation of a large-scale program encompassing international exhibitions, educational projects, scientific conferences, publishing initiatives, and cultural events aimed at broadly promoting the contribution of Islamic civilization to the development of world science, culture, and enlightenment.
4. International Award for Islamic Civilization.
To establish an international award for the worthy recognition of outstanding contributions to the study, preservation, and popularization of the heritage of Islamic civilization, as well as to the development of science, education, intercultural dialogue, and humanitarian cooperation.
5. International Foundation for the Study of Islamic Civilization.
To establish an international foundation to support fundamental scientific research, restoration of historical monuments, training of young scholars, implementation of publishing projects, and development of international academic cooperation.
6. Global Digital Library of Islamic Civilization.
To create a multilingual electronic library uniting manuscripts, scientific works, archival documents, museum collections, educational resources, and digital exhibitions.
7. International Encyclopedia of Islamic Civilization.
To prepare a fundamental multi-volume scientific encyclopedia dedicated to the history of Islamic civilization, great scholars, scientific schools, cultural monuments, and the most important achievements of the Islamic world.
8. Annual International Report on the State of the Heritage of Islamic Civilization.
To establish a system for preparing an annual analytical report dedicated to the state of heritage objects, results of scientific research, modern threats, and prospects for international cooperation.
9. International Youth Forum on Islamic Civilization.
To organize a permanent dialogue platform for young scholars, researchers, students, and specialists in the field of cultural heritage, aimed at forming a new generation of researchers studying Islamic civilization.
10. International Union of Museums of Islamic Culture, Art, and Civilization.
To establish the International Union of Museums of Islamic Culture, Art, and Civilization, uniting leading museums, museum complexes, galleries, and specialized institutions from different countries.
The goal of the Union is to develop international museum cooperation, organize joint exhibitions, implement scientific research, restoration, educational, and digital projects, ensure the exchange of museum collections, best practices, and specialists, as well as to preserve, study, and popularize the rich heritage of Islamic culture, art, and civilization.
I The International Council of the Forum, elected at the 1st International Islamic Civilization Forum, shall be retained as a permanent coordinating body. It shall be tasked with summarizing all initiatives and proposals expressed by the participants of the Forum, developing and approving, on their basis, an International Roadmap for Joint Actions until 2030, and presenting it, as a practical mechanism for implementing this Declaration, to the participants of the Forum, international organizations, and the Government of the Republic of Uzbekistan.
The participants of the Forum call on states, international organizations, scientific institutions, universities, museums, libraries, and public organizations to unite their efforts in implementing these initiatives in the name of peace, mutual respect, enlightenment, and the preservation of the rich heritage of Islamic civilization as an integral part of the world cultural heritage..
