The environmental compensation payment for cars older than 30 years has been cancelled.

The decision was adopted taking into account the proposals and objections expressed during the public discussions.

The norm on collecting an environmental compensation from owners of cars produced 30 years or more ago, in the amount of 30 times the basic calculation value annually, has been completely removed from the draft law. This was reported on July 8 by the Agency for Waste Management and Circular Economy Development.

According to the report, the decision was made taking into account proposals and objections expressed during public discussions. It was emphasized that the government prioritizes the use of market mechanisms that economically stimulate the population, rather than administrative coercion.

At the same time, it was noted that out of nearly 5 million vehicles in the country, about 100,000 are in faulty condition, and they emit 63% of harmful waste in cities.

Therefore, a new mechanism is being developed to renew the vehicle fleet and ensure environmental sustainability.

According to the proposed procedure, a network of vehicle evaluation and recycling enterprises will be established based on open and transparent tenders. Old cars will be evaluated at market value, and non-movable vehicles will also be inspected on site by specialists.

Car owners will be given cash or a special voucher in the amount of the assessed value. The voucher can be used as a down payment when purchasing a new car through official dealers. It is planned to create the possibility of paying the remaining amount in interest-free installments over a period of 2 to 7 years.
If a citizen does not wish to use the voucher, they can receive its value in cash within one month.

According to an example given in the draft, when purchasing a Cobalt car worth 165 million soums, a citizen whose old car is valued at 5 million soums will pay the remaining 160 million soums in interest-free monthly installments of approximately 1.9 million soums over 7 years. If the old car is valued at 70 million soums, the monthly payment will be approximately 1.13 million soums.

Work on improving the document is currently ongoing. According to officials, the project will be further refined based on proposals from the population and industry experts.
