Those who have lost their passport or ID card may no longer be fined.

According to the current procedure, for losing or rendering unusable an ID card or a biometric passport for travel abroad, a fine ranging from half to three times the base calculation amount is applied.

Uzbekistan is planning to cancel administrative liability for losing a passport, ID-card, or foreign travel passport. This is stipulated in the President's decree adopted on July 15.

According to the decree "On measures to improve public services provided to the population and create additional conveniences for citizens," the Ministry of Internal Affairs and the Ministry of Justice must submit relevant proposals to the Cabinet of Ministers by October 2026.

In accordance with the document, it is proposed to introduce a mechanism for issuing a new document by paying an additional state fee without bringing the citizen to administrative liability in the event of loss or damage to a passport, ID-card, or foreign travel passport. For this purpose, a draft of relevant regulatory legal acts will be developed.

Under the current procedure, for the loss of an ID-card or biometric foreign travel passport, as well as for rendering them unusable, a fine ranging from half to three times the basic calculation value is applied.
