The Bureau of Compulsory Enforcement issued an official statement regarding this situation.
According to the report, the Olmazor district department of the Bureau of Compulsory Enforcement has court decisions in its proceedings regarding the collection of a total debt of 13.6 billion soums under 126 enforcement documents from the abolished Agency for External Labor Migration, as well as the reinstatement of 28 former employees.
According to Presidential Decree No. PF-162, the Agency for External Labor Migration was abolished, and the Migration Agency was established under the Cabinet of Ministers as its legal successor. In this regard, the state executor made a decision to impose the obligation to collect the debt and reinstate employees on the new Agency.
However, the Migration Agency, disagreeing with this decision, appealed to the court. As a result, by the ruling of the Tashkent City Administrative Court dated September 9, 2025, the decisions of the Bureau of Compulsory Enforcement to transfer the debt to the new Agency were annulled. The protest filed by the city prosecutor's office was also rejected by the court's supervisory instance.
Thus, the existing court decisions are a legal obstacle to the Bureau of Compulsory Enforcement's collection of money from the new Migration Agency and reinstatement of former employees.
In order to eliminate the legal ambiguity that has arisen and to clarify the mechanism for executing court decisions, the Bureau of Compulsory Enforcement appealed on June 4, 2026, to the Interdistrict Court of Shaykhontohur for Civil Cases. The Bureau requested the court to explain the procedure for executing the decisions.
According to the Bureau of Compulsory Enforcement, subsequent enforcement actions will be continued in the manner prescribed by law after receiving the relevant instructions and clear explanations from the court.
