From the Migration Agency, a total of 13.6 billion soums must be collected as unpaid wages due to former employees, debts, and state duties. Additionally, there are court decisions regarding the reinstatement of 28 citizens. This was reported by the Enforcement Bureau.
It is noted that the Almazar District Department of the Enforcement Bureau has 126 enforcement documents in its proceedings against the debtor, the External Labor Migration Agency, based on enforcement instruments from civil courts.
Of these:
– 39 are for the recovery of 294 million soums in state duties;
– 59 are for the recovery of 13.3 billion soums in wages, moral damages, forced absence payments, and compensation;
– 28 consist of enforcement documents related to the reinstatement of citizens.
The External Labor Migration Agency under the Ministry of Poverty Reduction and Employment was liquidated in October 2024, and the Migration Agency was established under the Cabinet of Ministers. According to the relevant Presidential Decree, the new Migration Agency is the legal successor to the rights and obligations of the External Labor Migration Agency.
However, the Migration Agency has not executed the court decisions for a long time. In particular, the requirements of the enforcement documents regarding reinstatement and wage recovery were not fulfilled within the deadlines established by law.
Dissatisfied with the actions of the state executor regarding 14 enforcement documents, the Migration Agency appealed to the Tashkent Interdistrict Administrative Court. The court upheld the decisions of the state executor.
According to the Enforcement Bureau, the debtor currently has unfulfilled obligations totaling 13.6 billion soums under 126 enforcement documents.
In this regard, on July 4, 2026, the Enforcement Bureau appealed to the Shaykhontohur Interdistrict Court for Civil Cases. The appeal requested clarification on issues concerning deferment or installment payment for the execution of court documents and documents of other bodies, as well as changing the method and procedure for their execution.
Subsequent enforcement actions will be carried out based on the relevant instructions of the court.
