In Uzbekistan, the authority to approve tariffs for drinking water supply and wastewater services is being taken from the khokimiyats and transferred to the Interagency Tariff Commission under the Cabinet of Ministers. This was established by Presidential Decree No. PF-140 signed by President Shavkat Mirziyoyev on July 24, titled “On additional measures aimed at further improving the drinking water supply and wastewater system.”
According to the document, starting from September 1, 2026, all drinking water and wastewater infrastructure development projects transferred to the management of “Uzsuvtaminot” JSC will be conducted through the electronic platform “Automated information system for monitoring the implementation of programs and coordination of address lists.”
Also, contractual relations regarding advanced training, education, and operation between “Uzsuvtaminot” JSC and enterprises within its system will be organized directly.
The decree also established the procedure for attracting debt and grant funds from international financial institutions and foreign government financial organizations for new projects in the drinking water supply and wastewater sector through advance procurement, retroactive, and other financing mechanisms.
Starting from January 1, 2027, in areas where it is economically inefficient or impractical to build a centralized drinking water network, services to the population will be organized on a separate approach. This will involve methods such as water delivery through special equipment and the establishment of water distribution points.
According to the decree, starting from 2027, when evaluating the effectiveness of the activities of heads of republican executive authorities and economic associations and their deputies, indicators of drinking water saving and installation of modern water meters with remote data transmission to regional water supply enterprises will also be taken into account.
In addition, republican executive authorities and economic associations that have not installed modern water meters will be placed under the supervision of the General Prosecutor’s Office.
As another important innovation, starting from April 1, 2027, unified tariffs for drinking water supply and wastewater services will be introduced for all budget organizations in the republic. At the same time, a separate accounting system will be established for the processes of drinking water production and its delivery to consumers.
The decree also declared March of each year as “Water Saving Month” and established comprehensive promotional activities aimed at rational use of water resources and popularizing the culture of valuing water.
