Starting August 1, 2026, a number of significant changes covering the fields of economy, entrepreneurship, ecology, judiciary, tax, and transport will come into force in Uzbekistan. The new procedures will directly affect the activities of the population, entrepreneurs, and government agencies.
Gas supply to greenhouses around Tashkent will be suspended
In order to improve atmospheric air quality, the supply of natural gas to greenhouses located in the city of Tashkent and the districts of Yukori Chirchik, Kibray, Yangiyul, Zangiata, and Tashkent in the Tashkent region will be completely suspended starting August 1. Furthermore, existing gas supply contracts with these greenhouses will be terminated.
Additionally, the water resource use tax for greenhouses in these areas will be calculated at a rate five times higher than the maximum rate set for industrial enterprises. If they burn air-polluting materials such as coal, tires, fuel oil, rubber, or synthetic cardboard, compensation payments will be collected at a rate increased by 20 times.
A "Business Protection" QR code will be introduced for entrepreneurs
Starting August 1, all inspections conducted by state and law enforcement agencies must be registered in the "Unified State Control" information system.
At the same time, the "Business Protection" QR code will be put into practice. It will be mandatory for an inspection officer to scan this QR code before starting an inspection.
The practice of maintaining a paper-based inspection log and presenting a service certificate in paper form will be discontinued. If an inspection is not recorded in the information system, the entrepreneur will have the right to refuse the official entry into their premises.
Labor disputes will be considered by specialized judges
Now, in civil courts, only judges specializing in hearing labor disputes will operate.
Four judges will be assigned to the Civil Cases Judicial Panel of the Supreme Court, and three judges each to the courts of the Republic of Karakalpakstan, regions, and the city of Tashkent. Specialized judges will also begin work in the inter-district courts of Nukus, Bukhara, Jizzakh, Karshi, Namangan, Termez, Fergana, and Urgench.
Labor dispute cases received by the courts after August 1 will be distributed only among these judges.
A moratorium will be imposed on hunting rare animals
Until January 1, 2028, hunting of 66 species of wild animals at high risk of extinction will be prohibited in Uzbekistan.
The moratorium applies to the leopard, snow leopard, Turkestan lynx, Bukhara deer, badger, marmot, and other rare animals.
This restriction does not apply to animals raised on specialized farms, nurseries, incubators, or for scientific and medical purposes.
Those who report safety violations will be encouraged
Citizens who report violations of rules in the field of industrial, radiation, and nuclear safety via photo or video will receive a monetary reward.
The reward amount will be 20 percent of the fine collected from the offender. The submitted materials must clearly indicate the location, date, and time of the offense.
The activities of tax authorities will be evaluated through a special index
Starting August 1, a client-oriented index for tax authorities will be introduced.
Through this system, taxpayers will be able to assess the quality of services, their convenience, the time spent fulfilling tax obligations, and the level of interaction with tax offices.
Public inspectors will begin work in phytosanitary control
To facilitate the export of fruits, vegetables, and food products, the institution of public inspectors will be introduced in the phytosanitary control system.
Additionally, quarantine control will be carried out automatically based on risk assessment through the "E-Phyto" electronic portal.
Direct flights will be launched between Tashkent and Izmir
Turkey's airline "SunExpress" will launch regular flights on the Izmir – Tashkent – Izmir route starting August 1.
The flights are planned to be operated four times a week on Boeing 737-800 aircraft.
What other changes will come into force?
Also, starting August 1, a number of other innovations will take effect:
— the retrieval of vehicles from impound lots will be fully digitized, and permits will be processed via QR code;
— doctors at the central hospital and multi-specialty central polyclinic in the Sokh district of Fergana region will receive an additional monthly allowance of 2 million soums;
— the tax on using well water for industrialized horticultural enterprises that have implemented water-saving technologies will be set at 1 soum for five years;
— the activities of state archives will be fully digitized, and archival documents will be managed through a unified electronic information system;
— until August 1, 2030, fishery enterprises will receive financial support from the state budget.
