President Shavkat Mirziyoyev familiarized himself with a presentation of proposals on organizing the activities of the Cadastre Agency on the basis of new approaches and simplifying services provided to the population and entrepreneurs.
As noted in the presentation, over the past two years, more than 1 million 200 thousand real estate objects have been inventoried, and an additional 16.5 thousand hectares of land and 49 million square meters of construction area have been identified.
270 thousand of the identified objects were entered into the cadastre base, creating an additional tax base of 315 billion soums per year for the budget. Currently, 90 percent of cadastre services are provided online.
At the same time, it was noted that a number of problems that burden the population and entrepreneurs remain in the sector. In the first half of this year, more than 1 million applications for cadastre services were received, of which 330 thousand, or almost 30 percent, were rejected.
As emphasized in the presentation, this situation causes citizens to spend excessive time and money, as well as an increase in corruption risks.
It was noted that the practice of making decisions centrally for some services also creates additional obstacles for the population. For example, four applications are required to divide one household plot between brothers, and six applications are required to divide one inheritance into three parts. One application is reviewed in an average of 30-50 stages, and the process stretches to 15-20 days.
The presentation also critically analyzed the management system of the Cadastre Agency. It was noted that at present, in districts and regions there are separate structures of the Cadastre Agency and the Cadastre Chamber, which has created two different management systems.
In this regard, it was proposed to gradually transfer cadastre services to the lower level, expand the powers of territorial divisions, and transfer at least 30 percent of employees at the republican level to districts.
It is also planned to introduce the principle of "one application - one payment." Under the new procedure, when a right to real estate arises, an application will be generated automatically and a proactive public service will be provided.
This is intended to save the time and money of 1 million 200 thousand applicants per year and reduce about 200 thousand excessive applications.
In addition, the process of state registration of rights to real estate will be fully transferred to an online form. As a result, about 500 thousand applications per year can be processed in a few seconds instead of the current 10-15 days.
The presentation also approved proposals to optimize administrative liability. In particular, it is proposed not to apply fines for houses illegally built before 2018, to mitigate liability when illegal construction is voluntarily eliminated, and to give a warning instead of a fine for the first time to persons who have not registered real estate rights in a timely manner.
In conclusion, relevant instructions were given to those in charge to further simplify cadastre services, reduce excessive bureaucratic stages and payments, transfer powers to regions, and improve the working conditions of sector employees.
