President Shavkat Mirziyoyev reviewed proposals aimed at developing the livestock and poultry sectors, increasing the volume of meat and dairy products, and introducing modern technologies to the industry.
The presentation noted that the growing population and tourist flow in the country is also increasing the demand for food products. Currently, the annual demand for meat in Uzbekistan amounts to 2 million 150 thousand tons, while production volume remains around 1 million 600 thousand tons. In this regard, comprehensive measures aimed at the accelerated development of the sector in 2026–2028 have been developed.
According to the plan, 103 livestock enterprises that have ceased operations will be restored. Measures will be taken to restructure their debts, allocate land for feed production, and provide pedigree livestock. This will create the opportunity to raise 33 thousand head of cattle and produce an additional 12 thousand tons of meat and 40 thousand tons of milk annually.
In addition, it is planned to strengthen the feed base in 13 districts specialized in livestock breeding, finance small projects, and establish milk collection points and feed sales outlets.
It is envisaged to build 11 thousand lightweight barns in households and raise 421 thousand head of cattle in them. In addition, within the framework of 802 investment projects worth a total of 3 trillion soums, more than 68 thousand head of cattle and 186 thousand head of sheep and goats will be kept. As a result of the implementation of the projects, it is planned to produce an additional 20 thousand tons of meat and 120 thousand tons of milk annually.
The presentation also reported that the activities of livestock complexes in Karakalpakstan were analyzed using artificial intelligence. It was noted that the debt of the 20 studied complexes amounted to 109.6 billion soums, and half of them were classified as high-risk. In this regard, it was proposed to reduce the debt burden, create a feed base, and gradually restart the complexes.
It is also planned to import 150 thousand sheep from Mongolia, 100 thousand pedigree cattle from China and European countries, and 2 thousand cattle from the Republic of Belarus. This will create the opportunity to produce an additional 44 thousand tons of meat per year.
Overall, it is planned to allocate 463 million dollars for the development of the livestock sector.
The presentation also discussed measures to support households. In particular, it was proposed to deliver affordable livestock to mahallas specialized in livestock breeding, improve artificial insemination, improve feed supply, improve the quality of veterinary services, and allocate subsidies for pedigree calves.
At the same time, the plan to establish the Uzbekistan Livestock Breeders Association and launch a unified digital platform "Smart Fermer" for farmers was considered. The new platform will create opportunities to register livestock, call a veterinarian, order artificial insemination services, apply for subsidies, and receive advice based on artificial intelligence.
In the poultry sector, through the implementation of projects worth a total of 432 million dollars, it is aimed to produce an additional 100 thousand tons of poultry meat by 2028, increase feed capacity to 3.3 million tons, and expand the coverage of the modern slaughter system from 20 percent to 50 percent.
At the end of the presentation, the President gave relevant instructions to the responsible officials on deeply analyzing the economic efficiency of the projects, targeted allocation of funds, introduction of a digital monitoring system, and stable provision of the domestic market with quality and affordable food products.
