A video showing a prevention inspector using force against a woman in the Forish district of Jizzakh region has spread on social media. Pre-investigation checks are being carried out regarding the incident. This was reported by the press service of the Jizzakh regional Internal Affairs Department.
According to reports, the incident took place on August 5 at around 21:30 in a restaurant located in the "Oqtepa" mahalla in the Forish district. A report was received by the Internal Affairs Department that a group of drunk people were not paying for the food they had ordered and were causing a fight.
Prevention inspectors and employees of the Security Department arrived at the scene and took measures to maintain public order.
According to the Internal Affairs Department, one of the violators — a woman with a previous conviction — continued the fight without obeying the lawful demands of the employees. After that, she was subjected to a medical examination in the established order and placed in a point for temporary holding and rehabilitation of persons in a state of intoxication — a "sobering-up station".
During the medical examination, no injuries were found on the woman's body.
Later, the daughter of this woman came to the sobering-up station and, while violating public order, insulted the employees with various offensive words and attempted to inflict bodily harm on them.
According to the statement of the Jizzakh regional Internal Affairs Department, the situation that arose was resolved in the manner prescribed by law. No special means such as handcuffs, rubber batons, or electroshock devices were used against the citizens.
Currently, pre-investigation checks are being carried out in order to give a legal assessment of the actions of all persons involved in the incident.
What does the law say?
According to Article 22 of the Law "On Internal Affairs Bodies", if non-force methods do not ensure the performance of the duties assigned to an employee of the internal affairs body, the employee has the right to use physical force in certain cases.
In particular, physical force may be used to stop a crime or administrative offense, to take and hold persons who have committed an offense to an internal affairs body or another law enforcement body, as well as to eliminate resistance to the lawful demands of an employee.
At the same time, the use of physical force is prohibited against women with visible signs of pregnancy, persons with visible signs of disability, and minors whose age is clearly apparent or known.
