At the eighteenth plenary meeting of the Senate of the Oliy Majlis, a law aimed at improving legislation in the field of combating extremism was approved. According to it, the term "religious extremism" is replaced with the concept of "extremism".
According to the Senate, this change is aimed at preventing the association of extremism with a particular religion and ensuring a unified approach to extremism in legislation.
According to the law, certain acts such as preparing materials containing ideas of extremism, separatism, or fanaticism, or storing them for the purpose of distribution, entail administrative liability when committed for the first time. If such actions are repeated, criminal liability applies.
Also, liability measures for creating, managing, and participating in extremist organizations will be differentiated. A lighter punishment is provided for participation in an organization, while a more severe penalty is established for creating or managing it.
The law provides a clear definition of the concept of "extremism" and identifies eight actions that fall under it. This serves to prevent different interpretations of the concept in legislation.
In addition, a unified electronic register of extremist organizations and materials will be established. Mechanisms for keeping confidential the information of persons who report extremist activities and for their state protection will also be introduced.
