According to this, a citizen who fails to pay the fare for the first time may be fined 220,000 soums, and if the violation is repeated, a fine of up to 440,000 soums may be imposed.
Currently, the fine for riding a bus without a ticket is 10 percent of the basic calculation value (BCV), i.e., 41,200 soums. If the new proposal is approved, the fine amount will increase almost 10 times.
This was announced by the director of the State Institution for Monitoring and Control of Passenger Transportation in Tashkent, Mukhammadjon Kakhkhorov, in an interview with "Uzbekistan 24" TV channel.
According to him, in the first 7 months of 2026, more than 82,000 passengers were found to have not paid their fares. More than 2 billion soums in fines were collected from offenders.
The specialist noted that supervisory staff have been equipped with tablets to identify passengers who have not paid their fares.
According to Resolution No. 276 of the Cabinet of Ministers dated June 3, 2026, starting from September 1, a passenger must pay the fare in the prescribed manner upon boarding the bus or confirm the right to travel with benefits. If payment is not made, the passenger is considered to be riding the bus without a ticket.
In addition, this resolution set the task of developing a proposal to strengthen the fine for riding without a ticket. Currently, these proposals have been submitted to the Legislative Chamber.
According to the proposal, taking into account that the BCV will be set at 440,000 soums from September 1, a fine may be set at half of the BCV — 220,000 soums for failing to pay the fare for the first time, and one BCV — 440,000 soums if the violation is repeated.
The main goal of the new procedure is to ensure the completeness of fare revenues, increase transparency in bus operations, and effectively plan the work of public transport.
