Many entrepreneurs have said that making 100 percent advance payments for electricity and natural gas reduces working capital. Therefore, for enterprises connected to the ASKUE and ASKUG systems and that have not violated payment discipline, the advance payment is now set at 15 percent.
“In general, we are fundamentally changing the management system in energy. In all districts there will be a new system that works based on entrepreneurs’ current needs and future plans,” said President Shavkat Mirziyoyev.
A new approach will also be introduced in the construction sector. Starting next year, a new procedure will be launched to encourage the growth of contractor and design enterprises.
Regardless of where the construction facility is located, funds will be planned in the amount of 5 percent of the minimum wage for each man-hour.
In the estimates for state facilities, a profit of 7 percent is provided for contractor enterprises. Depending on the complexity of construction, funds ranging from 4 to 7 percent of the facility’s value will be allocated for design work.
The head of state identified the creation of an ecosystem of “artificial intelligence – management efficiency – new investments” as the third direction.
“Today, whichever entrepreneur increases added value, increases productivity with the help of artificial intelligence, and works on cost reduction, tomorrow’s market is theirs,” said the President.
According to analyses, in 54 percent of entrepreneurs who introduced modern management and artificial intelligence approaches, demand for products increased sharply. In 25 percent of them, production costs decreased, and in 40 percent, due to revenue growth, workers’ monthly salaries increased by more than 10 percent.
The first supercomputer cluster was launched at the Digital Government Project Management Center. Next year its capacity will be increased 3 times.
Also, the program “Artificial Intelligence Partner for 10 Thousand Enterprises” will be launched. Under it, 50 percent of the costs for implementing artificial intelligence will be compensated to enterprises.
When creating an artificial intelligence model for a new product, the opportunity to use the supercomputer for free will be provided. Research costs will also be covered from the budget.
Ready-made artificial intelligence programs will be placed on an open platform for entrepreneurs to use. At least 100 million dollars will be allocated for the first stage of the program.
The experience in the textile industry will also be applied to electrical engineering, construction materials, and food industries. In these enterprises, 50 percent of the costs of introducing automated management systems will be covered.
