In accordance with the decision No. 204 of the Cabinet of Ministers on April 16, 2024, titled “Additional measures on the implementation of market mechanisms in the fuel and energy sector,” basic standards and tariffs for natural gas had been established from May 1 of the current year.
Furthermore, according to clause 111 of the Natural Gas Usage Rules approved by the decision No. 319 of the Cabinet of Ministers on May 31, 2024, it was noted that payments and calculations for natural gas provided to institutional and municipal housing funds, dormitories of legal entities, private housing cooperatives, and local boiler houses for residential needs are carried out based on the established tariffs and terms accordingly.
Based on this requirement, for the supply of heating energy to the population through local boiler houses, naturally, more natural gas than the standard was consumed, and payments and calculations have been made at tariffs up to four times more expensive. As a result, the population had to pay higher prices for the use of heating energy through local boiler houses.
To solve this problem, the Competition Committee, in coordination with relevant ministries and agencies, developed proposals and submitted them to the Government. These proposals were taken into account and relevant amendments were made to clause 111 of the Natural Gas Usage Rules approved by the decision No. 319 of the Cabinet of Ministers. As a result, it was noted that payments and calculations for natural gas supplied to local boiler houses in institutional and municipal housing funds, dormitories of legal entities, and management bodies of multi-apartment buildings for providing heating energy to residential consumers will be carried out based on the tariff established for the basic standard (namely, actually 650 sums).
