Putin intends to introduce temporary external management in Ukraine.

Russian President Vladimir Putin proposed the implementation of temporary international governance in Ukraine. According to his words, the governance organized under the auspices of the UN would assist in conducting elections and forming a new government worthy of the people’s trust. Putin put forward this idea during his visit to the city of Murmansk, at a meeting with the crew of the "Arkhangelsk" nuclear submarine. According to him, a temporary governance system involving the participation of the United States, European countries, and Russia could be a solution to the problem of political instability in Ukraine. If such a system is implemented, Moscow is ready to negotiate a peace treaty.

Putin stressed that this is just one of the options that could be discussed. He reminded that there are precedents for such practices in the operations of the UN, citing the temporary international governance of East Timor, Kosovo, and certain regions of the former Yugoslavia as examples. At the same time, the President of Russia expressed his readiness to discuss other solutions.

Putin specifically addressed the issue of the legitimacy of the Ukrainian government. In his opinion, the current government's legitimacy is in doubt because presidential elections were not held in 2024. According to him, Volodymyr Zelensky's presidential term ended in May, thus he and all officials appointed by him are now without legal authority.

The Ukrainian government, however, explains the lack of elections due to the state of war. The head of Ukraine's Central Election Commission, Oleg Didenko, has stated that elections can only be held after the war has ended. In February, Zelensky had also mentioned the possibility of resigning for a peace agreement or to join NATO.

Putin emphasized not only diplomatic measures but also the outcomes achieved during military operations. In his opinion, the Russian army is achieving strategic victories at the front line. He concluded his statement with, "I recently said we would bring them rain, but there is a reason to think we will finish them," expressing his viewpoint.
