The government decision (No. 352, June 7, 2025) approved the regulations "On the procedure for accepting, reviewing photographs, and (or) video recordings of violations in the water management sector made by individuals and incentivizing the persons who submitted them." The Ministry of Justice reported on this.
The regulations apply to administrative offenses provided for by Part 2 of Article 74 of the Code on Administrative Responsibility.
Individuals record the violation via video technology and send it to the Water Management Ministry's Inspection for the Safety of Water Management Objects and Water Use Control (Inspection) via the website "v-nadzor.gov.uz" within 48 hours.
The following should be reflected in the photos and videos:
- the committed violation;
- information about the person who committed the violation (if available);
- the address where the violation was committed, the determined date and time.
As a rule, the duration of the photo and video materials should not exceed 120 seconds.
The photo and video materials will be reviewed by a responsible employee of the Inspection within 10 days.
If the violation is committed for the first time, the violator will be sent recommendations aimed at preventing the recurrence of the breach of water use and consumption rules.
If a violation is repeated within 1 year after the imposition of an administrative penalty, it will result in a fine in the amounts provided by the relevant articles of the Code on Administrative Responsibility.
Individuals who submit photos and videos will be incentivized with a cash prize amounting to 25 percent of the base calculation amount (BCA) from the fines recovered from the violator.
The incentive will be executed within 15 days from the day the fine is imposed
