RKN stated that the temporary restriction of calls on Telegram and  WhatsApp was due to "fraud, phishing, and the recruitment of citizens into illegal activities."

According to Roskomnadzor, these messengers have become "the primary voice communication services" in Russia, and calls for illegal purposes are being conducted through them.

Other functions continue to operate. The Russian Ministry of Digital Development clarified that the restrictions will be lifted once the messengers comply with Russian legal requirements.
