President Shavkat Mirziyoyev approved proposals aimed at social support for the population, improving the quality of services, and improving legislation. Within the framework of these initiatives, a number of new social services and benefits will be introduced.
The presentation outlined plans to bring the social protection system to a new level, strengthen targeted assistance to citizens in need, digitalize services, and transition them to a proactive form. In particular, starting from 2026, services such as "New Day" daytime care, home care, "Madad" homes, and "Social Leave" will be gradually introduced for individuals with mental health disorders.
Furthermore, the "Early Intervention" service will be introduced for children aged 0–3 with identified developmental disorders, providing special pedagogical and rehabilitation assistance. The new services will mainly be organized through public-private partnerships, and their costs will be subsidized by the state.
Starting from September 1, 2026, a new monthly care pension will be introduced for legal representatives caring for persons with severe disabilities. Additionally, it is planned to provide tax benefits to parents using daytime care services and to exempt entrepreneurs from taxes until 2030.
Important changes are also envisaged in legislation: liability for discrimination based on disability will be strengthened, and social services will be targeted through a unified register. At the same time, norms aimed at protecting children and women, including strengthening measures against violence and illegal content, will be introduced.
The President approved these proposals and signed the relevant legal documents.
