From October 1, a number of changes and other innovations in Uzbek legislation come into force.
Candidates for judicial positions will be trained in professional retraining courses
According to the decree signed by the President on August 21, the Academy of Fair Justice is being established in Uzbekistan on the basis of the Supreme School of Judges. The Academy will be engaged in training candidates for judicial positions and improving the qualifications of current judges and court staff.
Starting from October 1, 2025, candidates for judicial positions will be trained in six-month professional retraining courses on the basis of a state grant.
Persons admitted to the courses will be released from their main position for the entire period of study while retaining their current position.
During the training period, listeners will receive a monthly stipend in the amount of the payroll fund for one month of work of a judge's assistant.
Courses for managers will be organized at the Academy of Public Administration under the President
By the decree signed by Shavkat Mirziyoyev on May 5, the Academy of Public Administration under the President is being reorganized into the Academy of State Policy and Administration.
One of the main tasks of the Academy is defined as the regular improvement and retraining of civil servants, as well as the training of management personnel at the stages of master's and postgraduate education.
From October 1, 2025, short-term courses for improving the qualifications of managers in the civil service, candidates for managerial positions, and management personnel will be introduced at the Academy.
Organization of business trips for civil servants will be carried out through the electronic system hrm.argos.uz
According to the decree signed by Shavkat Mirziyoyev on June 19, the main directions for organizing the civil service based on new approaches for 2025-2026 were determined.
In particular, according to the document, starting from October 1, 2025, the organization, accounting, and analysis of foreign and domestic business trips of civil servants will be carried out through the unified "Business Trip" module within the electronic system hrm.argos.uz.

According to the resolution of the Cabinet of Ministers of April 12, starting from October 1, a driver's license will be required to operate mopeds and scooters.
For safe traffic, moped and scooter drivers must know and obey traffic rules, therefore, based on the resolution of the Cabinet of Ministers No. 493 of August 9, 2024, they are required to undergo advanced training and have a category "A" driver's license.
According to the government resolutions of July 8 and August 9, 2024, it was planned to introduce new requirements for mopeds and scooters from March 1: mandatory state registration, obtaining state license plates, and having a category "A" driver's license to operate them.
By the resolution of the Cabinet of Ministers of April 12, this deadline was postponed for another six months — to October 1. The government also extended the validity period of the temporary regulation on the procedure for state registration of mopeds and scooters in operation until September 31.
A number of financial support measures will be applied to light industry enterprises
By the presidential decree of September 19, the Agency for the Development of Light Industry is being established under the Cabinet of Ministers.
A Light Industry Support Fund will be established under the Agency. Starting from October 1, 2025, a number of financial support measures will be applied to enterprises in the light industry sector by the Agency.
In particular, the organization will be engaged in attracting international brands, implementing international systems of standardization and certification, and international financial reporting standards. It will also cover the costs of financing insurance under export contracts and allocate grants for training specialists.
Auctions for "beautiful" state license plates will be stopped
According to the resolution of the Cabinet of Ministers of September 4, the "Uzbekistan Republic Commodity-Raw Materials Exchange" will stop auctions for "beautiful" state license plates starting from October 1, 2025.
State license plates with combinations of letters and numbers that were put up for auction but not sold, as well as those produced but not purchased:
State license plates of categories 1-3 — will be issued by the Uzavtomotobelig State Unitary Enterprise in exchange for a single increased payment set by it.
