Administrative liability for online insults, using offensive language, and defamatory slander may be introduced in Uzbekistan. A draft law considering this was adopted in the first reading by the Legislative Chamber of the Oliy Majlis on February 3.
According to the draft, the Code of Administrative Responsibility is to be supplemented with Article 183-1, establishing liability for actions on telecommunications networks and the internet that violate public order and civil tranquility.
As Deputy Khushvakt Khayitov emphasized, this norm is related to the increasing number of offenses on social networks. He noted that such situations are exacerbating a mood of immorality and aggression in society.
Furthermore, the leader of the "Milliy Tiklanish" (National Revival) party, Alisher Kadirov, also supported the draft law. According to him, it envisages a fine of up to 5 million soums or administrative detention for up to 10 days for insults and humiliation on social networks.
With this draft law, the Code is also planned to be supplemented with a new Article 189-3, introducing liability for individuals who disseminate their own offenses online.
