It was emphasized that the certificate was introduced for the first time in the history of independent Uzbekistan during this registration event to encourage the independent online participation of the population.
During the online stage of the registration, citizens filled out the questionnaire themselves via the internet, and the system automatically formed a certificate confirming their participation. In the second, offline stage, however, the questionnaire is filled out not by the citizen themselves, but by a registration officer using a tablet device. As this process is carried out without internet or in conditions of limited internet access, the system does not have the capability to automatically generate a certificate.
Furthermore, during the online stage, the questionnaire filling process was integrated with the information databases of state agencies via OneID, which is why some personal details of citizens were automatically reflected. In the offline stage, however, there is no direct connection to state information databases. Therefore, all information is entered manually based on the citizen's provided answers.
It was noted that this procedure was introduced to ensure data security and to collect information accurately and reliably. The population and agricultural registration event is of great importance for planning the country's development based on precise figures, and its effectiveness primarily depends on the accuracy and completeness of the information provided by the population.
