Proposals aimed at liberalizing the procedure for applying financial penalties to business entities were presented to Shavkat Mirziyoyev. According to them, from October 1 of this year, a unified system encouraging the voluntary payment of fines can be introduced.
According to the proposal, if 50 percent of the fine is paid within one month from the date the decision of the authorized body is delivered, the entrepreneur will be exempt from paying the remaining part. It is also planned to create the possibility of paying the fine in equal installments over a period of six months.
To strengthen judicial oversight, it was proposed to introduce a mechanism for refunding collected funds within 15 days if the court cancels the decision on the fine. If the deadline is violated, interest will be charged for each day of delay.
Furthermore, it is planned to fully digitalize the processes of applying financial penalties, maintain an electronic register in the "Unified State Control" system, monitor fines through a mobile application, and create the possibility of online payment.
The head of state emphasized that protecting the rights of entrepreneurs, ensuring transparency and fairness in the application of penalties is a top priority.
