According to the new system, land plots are put up for sale through auctions. Special attention is paid to the integrity of land areas and the preservation of irrigation systems. All citizens and legal entities who are residents of Uzbekistan may participate in the auctions.
The winning participant leases the land for a period of 49 years and independently determines which crops, which varieties, and in what volumes to grow.
Lots are typically 3–50 hectares, but in some cases can be expanded up to 500 hectares. The starting price is set at 50% of the land's standard value; if unsold, it is gradually reduced.
The starting price of a land plot is set at 50 percent of its standard value. If the lot is not sold, the price is reduced by 10 percent at each subsequent auction. This process continues until the price reaches 10 percent of the standard value or the amount of auction costs.
If cotton and grain farmers give up half of their land, the lease for the remaining portion is extended to 49 years, but this right is not used as collateral.
