At the beginning of the ceremony to approve the UN reform plan, Deputy Minister of Foreign Affairs of Russia Сергей Вершинин delivered an unscheduled speech and announced the necessity to introduce additional amendments to the document text, according to the report by zamon.uz.

Вершинин questioned the automatic ratification of the document by all 193 countries without a vote.

 Nevertheless, 143 countries voted against considering Russia's request and rejected it. In addition to Russia, Belarus, Nicaragua, North Korea, and Syria also opposed the adoption of the document on reforming the international organization.

 The United Nations reform plan includes, among other goals, reforming the UN Security Council, achieving a world free of nuclear weapons, sustainable development, international security, and strengthening cooperation in science, technology, and innovation. The discussion of the document's clauses has been ongoing since the beginning of 2024.
