The Committee for the Development of Competition and Protection of Consumer Rights has announced the imposition of measures against "Shaffof sement sanoat" LLC joint venture for committing manipulative actions.
In the monitoring conducted by the Committee's Fergana regional department, it was revealed that Shaffof sement sanoat, during January-December 2023 and January-July 2024, sold 20,645 tons of cement in 298 instances directly through contracts, bypassing exchange trades.
Moreover, the prices on the days when the products were sold were compared with the average exchange quotation prices formed during the exchange trades in 2023–2024. In 298 instances, a difference close to a total of 669 million sums was identified as a result of applying higher product prices.
According to the Committee, as per the regulation approved by Decision No. 170 of the Cabinet of Ministers, actions such as "Selling highly liquid and (or) monopolistic products directly through contracts" are considered manipulative.
Accordingly, a special commission of the Fergana regional department, based on signs of violations of the "Law on Competition" Article 29, initiated a case against the Shaffof sement sanoat joint venture and applied the relevant measures in the prescribed manner.
