According to the President's Decree, from 2025, a new scholarship direction called "Bright Talent" project will be introduced as part of the “El-yurt umidi” Foundation. The Ministry of Justice reported.
The following are envisaged:
▪️every year, selection of active youths from each neighborhood for the purpose of educating children from poor families, who are talented, eager to learn, but unable to study due to difficult family circumstances, abroad;
▪️teaching in preparation courses to send the selected youths to foreign universities suitable for their potential by identifying their talents;
“El-yurt umidi” Foundation will allocate 300 billion UZS for the "Bright Talent" project this year.
Scholars, who have been educated in foreign countries through the “El-yurt umidi” Foundation, will be directly included in the national reserve of specialists and will be employed in state bodies, organizations, and institutions without a competition.
From June 1, 2025:
- specialists under the age of 35 who have obtained a scientific degree (PhD or equivalent) at foreign higher education institutions included in the top 100 list of prestigious international rating organizations will be provided with an interest-free loan up to 2150 times the minimum wage for a period of ten years for the purchase of housing, depending on the location where the housing is situated;
- the current amounts of one-time cash rewards for winners and prize-winners of prestigious international science Olympiads will be increased by five times.
