U.S. President Donald Trump placed blame for Russia’s war against Ukraine on three leaders — Vladimir Putin, Joe Biden, and Volodymyr Zelensky.

“This war should never have happened. Biden could have stopped it, Zelensky could have stopped it, but Putin should have never started it,” Trump said during a press conference at the White House alongside Salvadoran President Nayib Bukele.

Trump also criticized Zelensky for “starting a war against a country 20 times bigger than his,” but again included Putin as one of those responsible for the aggression in Ukraine. “Millions of people have died because of three people. Let’s say Putin is number one, Biden — who had no idea what was going on — is number two, and Zelensky,” Trump stated. He added that his own goal is to “stop this war.”
