On May 29, 2025, an incident that occurred in the city of Tashkent sparked widespread discussions on social media. A video showing that the driver of a Lixian L9 vehicle failed to give way to an ambulance coming from behind despite several warnings went viral on the internet on May 31.
According to a statement from the Ministry of Internal Affairs' Public Safety Department regarding this incident, the driver did not notice the special transport vehicle coming from behind. A protocol was drawn up against the driver based on paragraph 5 of Article 128 of the Administrative Responsibility Code. According to the legislation, the amount of the fine is 1 million 875 thousand som.
This incident was sharply criticized by the public, especially active bloggers and lawyers. In particular, lawyer Khushnudbek Khudoyberdiev called the fine "ridiculously low" and emphasized that the consequences of such actions could potentially affect human life.
“The amount of the fine is 1 million 875 thousand som. If paid within 15 days, it's halved to 937 thousand som. This is an extremely lenient punishment. At a time when heavy fines are being imposed for certain violations, such a light punishment for an act that could pose a threat to human life is unjust,” — wrote Khudoyberdiev in his Telegram channel.
He also proposed strengthening the penalties for drivers who fail to give way to emergency vehicles, including revoking their driving licences or subjecting them to criminal liability.
Among social media users, there were also suggestions to confiscate the vehicles of drivers who do not yield to emergency vehicles. They assessed such actions as "disregarding human life."
So far, no information has been provided by official institutions regarding the review of penalty measures or changes to the legislation.
