In Uzbekistan, the opportunity will be created for monitoring the business trip plans and results, geography, number of employees, and expenses online for state employees. This was specified in the presidential decree announced on June 20 here.
Accordingly, from October 1, 2025, organizing, accounting, and analyzing domestic and foreign business trips of state employees will be carried out through the “Service Trip” single module within the electronic system “hrm.argos.uz” .
Wherein:
- the opportunity will be created to monitor online the business trip plans and results, geography, number of employees, and expenses;
- the direct, intermediate, and final impact of business trips on the efficiency of a certain state body’s activities will be monitored;
State employees will submit a report at the end of each foreign business trip and the effectiveness of the business trip will be evaluated based on the report.
To form a relentless attitude towards corruption among state employees, to instill the “honesty vaccine” in them, and to implement preventive mechanisms in this regard, the Development Agency of Public Service’s Center for the Assessment of Senior Personnel with the Anti-Corruption Agency, based on the order of the Anti-Corruption Agency will introduce a mechanism to assess the level of resistance to corruption among those occupying leadership positions and those in reserve for these positions.
Studies will be conducted on forming a value system related to instilling an uncompromising attitude towards corruption among state employees, based on which effective measures will be implemented. The methodology for assessing the level of resistance to corruption will be improved.
As specified in the decree, from January 1, 2026, the salary of state employees will be determined based on their work experience, academic and qualification level, effectiveness, and other indicators. Employment contracts for state employees being hired for the first time will initially be concluded for one year and subsequently extended for an indefinite period based on positive task outcomes.
