According to the report, the conditions in the juvenile detention centers, including their sleeping arrangements, nutrition, and overall care, as well as the healthcare provisions, were evaluated against set standards.
During the monitoring, group discussions were held with minors detained during the investigation and trial stages, and individual conversations were conducted with several of them to assess the extent to which their procedural rights were protected during the legal processes and to listen to their thoughts on the treatment they received in the institution.
In particular, children reported instances of procedural violations during the investigation phase and lack of qualified legal assistance from lawyers.
The Children's Ombudsman has begun a proper examination of these complaints from minors. In the detention center, apart from a library and sports field, medical treatment rooms - dentistry, x-ray, ultrasound examination rooms have been equipped with necessary medical services for minors.
Moreover, a special electronic device has been installed in the institution for prisoners' online purchases, allowing them to order all necessary food products on a request basis.
However, the investigation revealed that the number of individuals held in the detention center exceeded the established norms, adversely affecting the conditions of detention.
Besides, during the monitoring process, several deficiencies in the juvenile cells were identified, notably that most of them are in need of repair, and some of the equipment inside the cells does not correspond to the number of detainees.
The Children's Ombudsman will submit relevant influence documents to the higher authorities concerning the problems and deficiencies identified during the monitoring process.
