The requirement for a certificate when submitting documents for master's and doctoral programs has not been canceled, writes the information service of the Ministry of Higher Education, Science and Innovation.

According to the report, the Presidential Decree No. PF-114 dated July 19, 2025, was misinterpreted on social networks. In this regard, the Ministry of Higher Education, Science and Innovation clarified the following:

The said Presidential Decree introduced changes to certain regulatory legal documents, and some provisions of others lost their force.

In particular, the fourth clause of paragraph 6 of the Resolution No. PQ-5117 dated May 19, 2021, was repealed. This paragraph had initially introduced the requirement for a foreign language certificate when submitting documents for master's and doctoral programs.

However, the repeal of this provision does not mean that the requirement for foreign language certificates has been completely abolished.

This is because Presidential Decree No. PF-81 dated May 24, 2024, established that national or international certificates confirming the level of foreign language proficiency must be submitted for admission to master's specialties and postgraduate education specialties at the following levels:

- for foreign language specialties — at least C1 level;

- for humanities, biological and related sciences, mathematics and statistics, business and management, law, services, social and behavioral sciences, journalism and information, information and communication technology fields — at least B2 level;

- for other fields of education, as well as culture and sports specialties — at least B1 level.

In this regard, the Ministry of Higher Education, Science and Innovation reminds that the requirement for national or international certificates confirming the level of foreign language proficiency, as established by Presidential Decree No. PF-81, remains in force and urges not to pay attention to the spread of incorrect interpretations, the report states.
