The President signed a decree "On measures to increase the management efficiency in the vocational education system."

Based on the decree, the Vocational Education Agency was established under the Ministry of Higher Education, Science, and Innovation.

This will create an effective and unified management system for the development of vocational education.

The Vocational Education Agency:

will be responsible for coordinating the activities of technical schools and managing the vocational education sector;

determines the content of vocational education programs, qualification levels, minimum training durations, criteria for assessing graduates' knowledge, and requirements for educational and methodological support.

It provides vocational training to individuals not covered by the "voucher" system administered by the Ministry of Poverty Reduction and Employment.

Based on orders from the Migration Agency, stemming from the needs of foreign employers, it trains citizens in professions and foreign languages.

Starting from January 1, 2027, a system will be introduced for the phased hiring of employees with a diploma (qualification certificate) corresponding to the relevant level of the National Qualifications Framework for jobs in economic sectors.

Furthermore:

state vocational education institutions are allowed to set the price of educational services based on market conditions and to attract specialists directly on a contract basis.

Regional entrepreneurs' councils for the development of vocational education will be established.
