New regulations regarding labor migrants are planned to be introduced in Russia. The government commission on legislative activity approved relevant amendments to the legal status of foreign citizens and the Tax Code. Zamon.uz reported on this.

It is reported that the amendments aim to strengthen control over migrants' incomes, introduce advance collection of tax payments, and reduce the period of stay in Russia in cases of violations. In particular, foreign citizens temporarily residing will be required to submit documents to the Ministry of Internal Affairs confirming their legal income. If the income is not confirmed, the temporary residence period may be shortened.

Furthermore, a minimum income level will be established, and if a migrant's monthly income is below the regional subsistence minimum, they will not be permitted to obtain or extend a work permit. Exceptions will be maintained for certain categories — those obtaining a patent for the first time and for individuals hiring workers.

In addition, a requirement for advance payment of personal income tax will be introduced. For migrants hired by individuals, the payment amount will be increased by 50 percent for each minor child. According to the Russian Bar Association, the basic monthly payment is set at 1,200 rubles for organizations and individual entrepreneurs, and 1,700 rubles for migrants hired by individuals.
