The representative for children's rights in Sverdlovsk region, Igor Morokov, said that students from migrant families should be equated to the category of children with disabilities. "zamon.uz" reports on this.
In this way, Morokov proposed a "solution" to the problem associated with the presence of students who study in Russian schools but do not know the Russian language. The Ombudsman said it would allow the organization of classes with fewer students and the possibility of paying teachers additional fees.
"Today, we have a category of children with special educational needs. These are children with limited abilities, considered to be disabled children. In my opinion, it is necessary to include these children, namely migrant children, into this category," he said.
It was emphasized that this would allow the children of migrants to be taught in separate, smaller classes with a deeper focus on language learning. Morokov mentioned that in Yekaterinburg, there are two schools "where the number of students in this category is quite large," citing school number 149 as an example. He noted that 90 percent of the students are "migrant children."
