New system: How is disability determined?

How will bureaucratic barriers and corruption factors be eliminated in the new system?

 In accordance with the relevant decision of our President dated July 16, 2024, it is determined that the new system will be implemented on an experimental basis in Tashkent city and Navoi region from September 1, 2024, and will be applied in practice in the remaining regions of the republic until September 1, 2025.

Based on this, citizens will be provided with the opportunity to apply to family doctors through the Unified Interactive Public Services Portal (my.gov.uz), “Inson” social service centers, or social workers for disability determination. 

The Press Service of the Ministry of Health gave information on how this process will be implemented. 

— The conclusion of the interdistrict and district medical-social expert commissions (TIЭK) will serve as the basis for disability determination, — says Bahodir Karimov, the chief specialist of the Department for Coordination of Medical Services for Persons with Disabilities at the Ministry of Health. 

 — For undergoing the TIЭK examination, a citizen or his legal representative may apply at his discretion to a medical institution, a family doctor, the “Inson” center, a social worker, or through the Single Interactive State Services Portal (SISPP).

The received application will be sent to the family polyclinic (family doctor's office) at the citizen's place of residence within one working day. The clinic will present the application to the family doctor for review.

The family doctor determines the availability of medical documents regarding the citizen’s treatment in medical institutions and whether there are grounds for referral to the TIЭK examination.

If deemed necessary, the applicant may be referred for further medical examinations and treatment. 

The family doctor enters the referral into the "Unified National Social Protection" information system in electronic form, together with a copy of the medical history and (or) outpatient card, within one working day.

If there is no basis for referral for disability determination, the applicant will automatically receive an "SMS" stating the reasons.

 Once the referral is sent to the TIЭK, the citizen will receive an “SMS” notification. If the application was accepted through the my.gov.uz portal, the referral will automatically be sent to the applicant's personal account on this platform and will be reviewed by the relevant TIЭK within two working days.

After receiving the TIЭK notification, the citizen arrives at the examination location at the appointed time. 

If the citizen is not able to go for the TIЭK examination due to his health condition, the assessment of his health condition and functionality will be conducted at his home or in the stationary where he is treated.

In the final stage, if it complies with the relevant criteria, the cause of disability, duration, medical recommendations, and conclusions are determined automatically, without human intervention. 

In a word, the new system ensures transparency and openness in the field, preventing various complications.
