In Russia, films and series such as "Game of Thrones", "Harry Potter", "Sex in the City", and “House of Cards” might be banned for promoting the idea of being childfree (not wanting to have children).

The Russian parliament's publication, "Parlamentskaya Gazeta", is reporting this. 

The Ministry of Culture of Russia will now not issue distribution licenses to films that promote the idea of forgoing childbirth (childfree). This order of the ministry was announced on the legal information portal on May 15.

The changes will be introduced into subsection “v” of paragraph 19 of the order of the Ministry of Culture of Russia on the procedure for issuing a distribution certificate for a film.

Currently, distribution certificates are not issued to films that promote pornography, violence and cruelty, non-traditional sexual relations, and the idea of gender reassignment.

The order will come into force on September 1, 2025, and will be effective until September 1, 2030.

It is known that since December 2024, a law banning the deliberate promotion of the idea of forgoing childbirth in mass media, on the internet, in films, and in advertising has come into force in Russia.

Under current Russian legislation, those who widely promote the “childfree” idea are subject to a fine. Officials can face fines up to 200,000 rubles, while legal entities can be fined up to 1 million rubles. For LLCs, there is also the possibility of suspending activities for 90 days. If these ideas are spread among minors through the media or the internet, individuals can face fines up to 400,000 rubles, and officials and legal entities can face fines of up to 800,000 and 5 million rubles, respectively.
