"The head’s decision is not a document that changes with the entrepreneur’s opinion!"

The Ministry of Construction and Housing and Communal Services, Deputy Minister Davronjon Adilov, and entrepreneur Murad Nazarov commented on their statements and the interview about the master plan of Tashkent city.

According to the report, the Deputy Minister responded to the entrepreneur's opinion about the planned "correction" regarding the introduction of changes by stating, "No changes will be made to the master plan." The entrepreneur's proposal or idea does not alter the master plan. Rather, the master plan is a process that is constantly being improved.

It should be noted that the Deputy Minister did not speak about the improvement of the city's master plan. The entrepreneur had in mind a specific change related to personal interests.

Scientific foundations, urban planning requirements, and public opinion hold paramount importance in the development of the master plan. The "Toshkentboshplanliti" Institute, established in 1969, continuously conducts scientific research and consistently improves the master plans of Tashkent and Samarkand.

In the situation described in the journalist's material, the head of the department, Aziz Khalilov, also emphasized that master plans are regularly updated in a continuous cycle and that the institute carries out scientific developments. The Deputy Minister does not have the authority to introduce changes to the master plan based solely on entrepreneurs' proposals for specific areas.

Changes to the master plan are not made based on an entrepreneur's proposal or order. The Deputy Minister's response does not contradict the department head's opinion. On the contrary, it complements it. The ministry clarified, "The master plan is not a document that changes based on an entrepreneur's opinion."
