According to a Haaretz report, between 1961 and 1973, the Bonn government transferred 140–160 million German marks annually to Israel through a secret credit system. The total sum amounted to almost 2 billion marks, which is approximately equivalent to 5 billion euros in today's terms.

In official documents, these funds were designated as aid for "the development of the Negev region." However, according to the publication's information, the money was actually spent on supporting Israel's nuclear program.

It is reported that this agreement began after a 1960 meeting between Israeli Prime Minister David Ben-Gurion and German Chancellor Konrad Adenauer. This decision was linked to Germany's policy of supporting Israel's security after the Holocaust.

Although technical assistance was primarily provided by France, according to the publication, a large part of the necessary funding for the project was secretly allocated from the German state budget.
