According to the words of Deputy Prime Minister Bolat Bekniyaz, a separate working group is proposed to be established for the joint management of the Volga River.
80% of the Caspian Sea's water enters precisely through the Volga. However, unlike the Ural (Zhayik) River, it is not officially considered transboundary, and as a result, there are no agreements regarding it.
If the decline in water levels continues, it will pose a threat not only to Kazakhstan and Russia but also to the water security of the entire Central Asia. Specifically:
Kazakhstan's Atyrau and Mangystau regions;
Turkmenistan's Caspian coastal infrastructure;
Uzbekistan's indirect interests linked to the Amu Darya.
We note that the Volga River flows into the Caspian Sea near the Russian city of Astrakhan.
